Residential care facilities for the elderly (RCFEs) are an intermediate step between independent living and nursing homes. A “residential care facility for the elderly” is defined as a housing arrangement chosen voluntarily by persons 60 years of age or over, or their authorized representatives, in which varying levels of care and supervision, protective supervision, or personal care are provided, based on the residents’ needs. Persons under 60 with compatible needs may also qualify for admission to an RCFE.
